BIOGRAPHY
Mr. Hoang Van Thu holds a Master of Business Administration (MBA) from Pacific Western University, USA. He has over 30 years of experience working in the finance sector, with expertise in finance and budgeting, accounting and auditing, and securities. Throughout his career, Mr. Thu has held several important positions and responsibilities, such as Deputy Director of the Department of Corporate Finance and Vice Chairman of the State Securities Commission.
During his career, Mr. Thu has been involved in managing, supervising, and handling financial matters, including equitization, divestment, and restructuring of state-owned enterprises. He is currently engaged in advising, leading, and directing the development of legal documents and IT systems to support the management and supervision of enterprises and organizations in the securities market, contributing to the sustainable development of the stock market.

ABSTRACT
The State Securities Commission of Vietnam (SSC) is the state agency responsible for regulating securities and the stock market. The core task of the SSC is to manage and supervise the stock market. To effectively carry out its regulatory and supervisory functions, information technology is always regarded as a crucial tool, applied in the activities of the SSC.
The stock market is a rapidly growing sector with significant potential. During the 2019-2024 period, the HOSE exchange grew by approximately four times, and the HNX exchange grew by around three times. The Government, the Ministry of Finance, and the State Securities Commission are determined and actively implementing solutions to upgrade the market from a frontier market to an emerging market. To meet the market development requirements, it is essential to innovate business processes in stock market management and supervision, alongside building a synchronized and modern IT platform to support market management, while also enhancing governance capacity and developing human resources.
