AI First in Finance: From Trusted Data to Autonomous AI Assistants
ABSTRACT
Even in developed countries, the gap between “having AI” and “having the foundation for AI to deliver real results” – namely, computing infrastructure and risk governance frameworks – remains substantial. On both indicators, most OECD countries currently stand below 40%.
In public administration, a flawed AI system is not merely a technical error – it directly affects citizens’ rights and obligations. For this reason, the public sector’s risk tolerance must be far lower than that of private enterprises, and governance must lead the way rather than trail behind technology.
In this spirit, FPT is accompanying the Finance sector on its AI transformation journey by: assessing the AI maturity level of units under the Ministry according to the CASAN-GOV framework; providing domestic computing infrastructure and GPU Cloud, finance-specific language models, and an AI Agent platform, while ensuring compliance with data protection and state secrecy regulations; and participating under the public–private partnership mechanism for science, technology, innovation, and digital transformation pursuant to Decree 180/2025/ND-CP, as well as the “3-party” cooperation model currently being promoted by the Ministry of Finance.
