
BIOGRAPHY
Mr. Allan, a former UK customs officer, has more than 35 years of professional experience in customs and over 20 years of experience working on trade facilitation and customs reform throughout the world. Mr. Allan has managed and served as technical advisor on numerous USAID, World Bank, and EU funded customs and trade reform programs.
In his current position as a Senior Trade Facilitation Expert on the USAID Trade Facilitation Project he is responsible for three key areas:
1) on trade facilitation and customs;
2) streamlining of specialized inspections to reduce time and cost of trade through the introduction of more risk-based management processes; and
3) enhancing partnerships between customs and the private sector through expanding trader-compliance programs and increasing private sector engagement and involvement.
Previously to Vietnam, he was Customs Advisor on a USAID funded program in Timor Leste focused on the development and implementation of key Standard Operating Procedures (SOPs), supporting the implementation of a new Risk Management Framework and collaborating with the Customs Authority and other government agencies.
Mr. Allan has worked with multiple customs administrations and stakeholders to develop and implement revised procedures aimed at facilitating compliant trade. He has been exposed to the best organizational practices and executed successful customs and trade programs.
Mr. Allan holds a degree. in Leading Innovation & Change (PgDip) and is a member of the International Network of Customs Universities.
