Mr. Duong Tat Toan is working as the Technology Director of the Central Government Sector, FPT Information System.
Developed through practical experience of more than 22 years in consulting and implementing information systems in Vietnam and several foreign countries, he built a strong knowledge base and expertise in the fields of planning and architecting information technology systems; cloud computing; data management and analytics platforms, and middle-ware technologies.
Mr. Duong Tat Toan is one of the distinguished technology experts ranked by the FPT Corporation. He was recognized by many technology certificates such as IBM Certified Solution Architect. He is also one of the few TOGAF-certified enterprise architects in Vietnam.

Applying blockchain technology in state budget collection management
ABSTRACT
Previously, if people and businesses wanted to pay taxes and fees, they had to go directly to the budget collection points of the State Treasury to implement – bringing many inconvenient experiences to payers. However, thanks to the development and application of information technology (IT), the budget collection of the State Treasury has been strongly reformed and transformed, helping people and businesses to easily deposit money into the budget through collection units, at banks or through online tax payment portals.
In addition to the obvious effects from changing the form, there are also certain existences in parallel. That is, the exchange of information on tax payment documents in the budget between relevant agencies such as the General Department of Taxation, the General Department of Customs, the State Treasury and collection banks has not been synchronized in real time. Sometimes, the process of exchanging information and documents is still misleading between the parties, affecting the control and inspection operations, causing delays in related public services and the activities of organizations and enterprises.
Blockchain technology with the meaning of a decentralized ledger helps connect parties to a common transaction chain. Transaction information is recorded in a single ledger that helps parties have near-real-time information to process business.
In that sense, blockchain technology can be effectively applied to the problem of circulating information about tax payment documents: from tax obligations created at tax offices or Customs offices – to payment information of collection banks – to accounting information at the State Treasury. At that time, information on completing the obligation to submit the budget is processed in near real time, shortening the time for people. With transparent and fast information from the general ledger, people and businesses can see the status of their tax processing and actively monitor the administrative procedures being carried out. Thereby, improving the quality of public services and the satisfaction of people and businesses.
