Dr. Nguyen Nhu Quynh accomplished his Economics Doctorate and Public Finance Master in Japan. Mr. Quynh has more than 20 years of experience in the Finance industry and has extensive experience in the fields of finance – budgeting and policy management. Across his career, Mr. Quynh has occupied prominent roles. His past positions include: Office Manager for the Ministry of Finance between November 2014 and June 2018, Commissioner at the Executive Committee and Deputy General Director of HNX from July 2018 to March 3, 2019, Commissioner at the Executive Committee and Deputy General Director of HNX from April 2019 to February 2, 2021, Deputy Director General of the National Institute of Finance between March 2021 and November 2021, Director of the National Institute for Finance  since December 2021.

In 2021, the Ministry of Finance tasked the NIF with the responsibility to formulate a long-term strategy for the 2021 – 2030 period, aimed at fulfilling the policy and directions regarding public finances set by the VCP and the State for the next 10 years. Accordingly, Dr. Quynh has directed the development of the Finance Development Strategy to 2030 and which received approval from the Prime Minister on March 21st 2022 in Decision No.368/QD-TTg.
